Most likely the PDF is in a trash or in a read-only group which means it can't be annotated. Zotero 7 beta just disables the toolbar instead of hiding it.

Edit → Rotate Page Left/Right. Or rotate multiple pages from thumbnails sidebar.

Math formulas inside highlights aren't supported. If you want math formulas inside cited text, you have to firstly convert highlight into plain text by unlinking it.
