If the paper contains large scanned pages, the 32-bit version of Zotero might run out of memory to display them. Let us know if the 64-bit version solves the issue.

Can you reproduce this in Troubleshooting Mode (Help → "Restart in Troubleshooting Mode…”), which temporarily disables all plugins? If not, you need to identify the plugin causing it and report it to the developer.

If there are too many pages, the Zotero reader switches to single-page mode for performance reasons. Do you mean the scrollbar doesn’t work at all?

@jmassmann Although it opens fine in all the PDF viewers I tested, the file is still corrupted. I was able to fix it by going to File → Export and selecting the “Create PDF/A” option in Preview. It would be good to report this issue to the PDF.js …

Does it export if you only type Latin letters?
