Sorry, we can't control Google's metadata. That article's export file lists its type as "Generic" rather than as "Journal Article." Zotero here falls back to book for generic item types.

If your local database is in good shape (i.e. it has all of your data), you could "Restore to server" from Zotero Preferences->Sync->Reset. This will clear all your data stored on the sync server and replace it with your local data.

I have no problem importing that record in Zotero 1.5. What error do you get in "Report errors..." when you try?

You also should make sure that you have "Automatically attach associated PDFs and other files when saving items" set in Zotero preferences.

Unfortunately, notes do not support rich text in Zotero 1.0.9 and earlier versions. Zotero 1.5, currently in prerelease, preserves formatting when copying and pasting.

And just as Dan also says, you can change the "locale" of Zotero by modifying extensions.zotero.export.bibliographyLocale in about:config.
