Zotero definitely works with a Windows 11 local account. You should follow the steps Dan linked to above, which specify what you should do if there is no button to reinstall the plugin on the account where it was not available.

The current Chrome Connector indeed doesn't work on WorldCat. We are pushing an update with a fix. In the meantime you can use Firefox, Edge or Safari, where it will work correctly.
