1.a) You should not be running Zotero with sudo as per that message. ./zotero should suffice (although you should setup the zotero.desktop file). 2.a) Make sure under Tools -> Add-ons the LibreOffice plugin is enabled.

This isn't a general bug, and is most likely related to something on your system. Submit a Report ID. What OS and what version of Word are you using? Does it work if you save the file somewhere on your disk before attempting to insert citations?

If you press Zotero -> Refresh in the document you are copying from do you get any messages about citation being unlinked? If not, does copying work if you copy the document piecemeal, e.g. 5 pages at the time, instead of all at once?

What DPI settings do you have for your monitors? Do altering them, instead of changing the DPI scaling behavior of Zotero also make the citation window appear?

@epsb If you insert a citation, then move the cursor in google docs by selecting some text, and attempt to insert a citation, do you still get the dialog for the original citation or not?

You have to close the citation dialog before doing this. Either press Enter or Escape in the citation dialog, then try select some other part of the document, then select at the end of the doc and attempt to insert the citation.
