You did not restart Zotero. The instructions from the other thread: Restart Zotero and refresh Google Docs. Then provide a Debug ID from Zotero for an attempt to insert a citation.

Thanks for sending the document in. If you temporarily remove the table of contents (you can cut it, restore citations, then paste it back), then document restoration will work. We'll look for a fix to make sure it works properly in the future.

Find your Normal.dotm and move it away somewhere temporarily (like your desktop). Upon restarting Word a new one will be recreated. If it doesn't help, try creating a new Windows user account and see if the Zotero tab appears there.
