Restart Zotero and your browser. When you use the Zotero plugin on Google Docs allow some time for Zotero to work. If no citation dialog appears above your browser check through open Zotero windows.

I'm afraid not. We are not able to reproduce this issue on our systems if we switch language to Chinese and we have Chinese users that are using Zotero with Mac Word fine, so it's a system specific issue.

This is a 10 year old thread. You can temporarily disable proxy redirection in Zotero Connector preferences.

Make sure Zotero has permissions to read and write in its data directory, i.e. C:\Users\\Zotero\translators

Could you submit a Report ID? Can you take a screenshot of the issue, upload it somewhere (like dropbox) and post a link here?

Restart Zotero and Word and try citing again. Does it work? If not, can you describe what steps you took after the restart and what happened at each step? Also submit a Report ID.

Download and reinstall Zotero. Reinstalling Zotero won't affect your database (but the backup restore may have affected it).

Have you tried restarting your computer? Does it happen every time? The citation dialog usually appears over other windows fine on macOS, so security software or some other application might be interfering with it.

It might be a case of Zotero failing to parse the file path due to non-ASCII symbols. Could you produce a Debug ID from Zotero for a failing item drag?
