Given how easy it is to create groups, a workaround would be to create another public group. That, too, however, is not the best solution until more fine-grained settings for groups and user roles are in place.

You can duplicate items. Tags will be duplicated along with the item. So there is definitely no need to have multiple articles "in one item" (I assume that means having multiple files attached to one item).
