No, I don't think anyone is actively developing this; but one could conceivably manage a dynamic web bibliography in the way you describe. Kind of like the WALS online refdb.

Just adding another option that works with Zotero: BingoDisk.com from Joyent. The price is a lot better than box.net and mydisk.se if you need more than 2 or 5Gb respectively: 15Gb for $29/year. See this topic for more info.
