Update - archive first in footnotes

It is not just Central European History that requires the archive to be listed at the beginning of the footnote (and with the archive name first followed by the file number) but most journals and publishers of German history.
I have tried to edit the CSL myself but I'm struggling with it.

Upgrade Storage
First, it says, "Please provide the following information in this order: Archive (usually abbreviation), Name of Holding, File Number (etc.), Author of document, “Title of document” [or Type of document, if no title], Date of document."
Then it goes on to give the following example: "Legationsrat Irmer's memo, October 9, 1898, Politisches Archiv des Auswärtigen Amtes (hereafter "PAAA"), R 17452."
I have very little experience with archival material, but this is confusing. Which is the desired output?
