I noticed that this request is now almost 18 years old; would it be possible for developers to chime in here?
The current inability to put saved searches inside collections (which works for subcollections) is one of the major issues with organising references in Zotero. It greatly diminishes the usefullness of saved searches as you quicky end up with dozens of saved searches in the sidepane which cannot be organised.
The implementation of shortcuts in Zotero (like in OS file managers) would address many issues like this: shortcuts to Saved Searches from wherever you want to place the shortcut - in a Collection, under an individual Item, etc. The Saved Searches list would remain in a single place as now (rather than having to have actual Saved Searches embedded in Collections for example) - the list's Saved Searches would just be more easily accessible via shortcuts from other places.
The ability to open such shortcuts in a new window would allow easy navigation between a Saved Search and the location where the shortcut is placed, in a Collection or under an Item (easy backtracking is problematic in current Zotero).
In addition to shortcuts to Saved Searches, shortcuts to items would be more efficient and powerful than Related in many ways. Also, shortcuts under items to Standalone or Child Notes elsewhere would be very useful (again more efficient that Related). Shortcuts to Collections would allow more powerful organization within libraries.
Does anybody knows how to code extensions? I'm clueless but maybe we can come up with a quick and dirty implementation.
