Harvard cite them right is wrong?

I'm new to citations. My girlfriend knows citations but isn't good with software.
So together we're trying to muddle through and get Zotero to work to help her with her dissertation.
So, it seems to install correctly and everything, and we set the citation style to harvard-cite them right.
Problem is, in the bibliography for multi author papers, it says "et al" instead of listing the all of the authors, which she says is not correct.
Any idea what I might have done wrong?

Also, there are two 12th edition Cite Them Right styles on the repository, one with (no "et al.") :
