Upgrade Storage
Also note that your description here is a bit off. Converting linked files to stored files is something you do locally, and there's no message about not being able to do so. A quota error would be a totally separate thing that would happen while syncing. If you're getting a file-sync error, you've already converted the linked files to stored files.
