"Find Available PDFs" Not Working with all pdfs inside campus

this is a very similar problem to: https://forums.zotero.org/discussion/85546/find-available-pdfs-not-working-with-vpn
But in my case, I'm working inside campus and have access to the full text of the papers (even in incognito mode).
Example: https://doi.org/10.1016/j.jwpe.2020.101154
I can download this paper through the browser, but using the "Find Available PDFs" does not work. I need this function because I'm doing a systematic review, and all my references metadata are already in Zotero.
Debug ID when I try to find the pdf from this article is: D19150985
Anyone has any idea?

(ScienceDirect unfortunately does more than most sites to make this unreliable.)
yes, with the Zotero connector it automatically attach the pdf.

(We can't actually access this PDF through our usual proxy, for some reason. Not sure if that's a bug or just variations in subscription packages.)

For now, you'll need to download the PDF and drag it onto the item in Zotero.
Do you know if there is any planned fix for this issue in Zotero development?
