I am also having this problem. I've cleared my browsing history (cache and cookies) and restarted the browser, but the Zotero add-on in Google Docs is still unresponsive when I click any of the options from the drop down. I also tried Ctrl + Alt + C for adding a citation, but that did not work.
@rebeccarothlib Your problem is completely unrelated from the one in this thread. Please restart Zotero and your Browser, then try citing again. When you press the Add/Edit Citation option in Google Docs look through Zotero windows and ensure a citation dialog has not appeared.
If you're still having problems after that create a new thread in the forum and we'll continue from there.

Is there a glitch occuring now?
Thank you,
