Upgrade StorageTags in annotations, note, and the metadata

I found that there are three tag systems in different locations: annotations, notes, and metadata. When tagging an annotation, notes or metadata won't be tagged. Also, when tagging a note, metadata cannot be tagged. This is not efficient. Even in advanced searching, using a filter like "item type is annotation and tag is xxx", and the result is empty. I saw the same problem in https://forums.zotero.org/discussion/97401/annotation-tags-vs-item-tags, she or he just had to tag everything in metadata manually. I hope the tag system in the future versions can be just one, and can show simultaneously so that it is effective and efficient for searching and reorganizing.
