If I tried to transfer records directly to Zotero from the online database, I see a message, "This item could not be saved because Zotero is not open or is unreachable. Please open Zotero and try again" in the Connector. My Zotero Standalone is open. When I try to import a ris file I saved on my computer to Zotero Standalone, it imports 0.
Not sure what you mean by "Server" — this is about the Zotero Connector talking to the Zotero app. I'm asking if you're able to save webpages directly to the Zotero app by clicking the save button while on a webpage (e.g., this forum page). The error you're getting about RIS suggests that the connection isn't working, but that may not be the actual problem.
Can you provide a Debug ID from the Zotero Connector (not Zotero) for the Connector RIS issue?

The online database that I am working with allows me to directly import selected records in RIS format to Zotero or to download a file in RIS format and import it to my Zotero Standalone.

Start by resetting your translators from the Advanced → Files and Folders pane of the Zotero preferences. You still have an old translator from BBT, which you don't have installed.
If you still get an error after that, we'd want to see another Debug ID for trying to import the RIS file into the app.

If you still get an error after that, we'd want to see another Debug ID for trying to import the RIS file into the app.
