Trouble changing zotfile preferences and dowloading pdfs

I am trying to link zotero with a custom folder and have the pdf from web located there. I was able to change the Zotero Tools-zotfile preferences to the right location address but zotero refuses to place the pdf there even after I have made the change to Tools-zotfile preferences. I am also having to re-start Zotero each time I need to see the customs location under "zotfile-preferences". Could someone help me figure out what is wrong? Is there a bug in zotero?
