Can we use Zotero in a Google document to manage references, but keeping the storage on the computer instead of the Drive?

By storage, do you mean the document connected to Zotero, or the Zotero Data Directory? Assuming the latter, you should never put the Zotero Data Directory in cloud storage of any kind.
