import error

When I try to import a citation from the OECD web site http://www.oecd-ilibrary.org/education/collaborative-problem-solving_cdae6d2e-en?citeformat=ris I got the error message:
Importing…
This item could not be saved because Zotero is not open or is unreachable. Please open Zotero and try again.

I tried with EndNote, RefManager. same error message.

Zotero is open, I closed and reopened. Same error.
Finally, it worked with BibTex.
Is that the intended behaviour ?

I use Zotero Standalone 5.0.28 with Win 7

    definitely not, no. You mean you first tried with the Save to Zotero icon and that didn't work?
    Which browser? In the Zotero connector preferences, does Zotero show as available?
