CSL code for three authors

I am a newbie here and browsed through the CSL 1.0.1. (http://docs.citationstyles.org/en/stable/specification.html) but something is not clear to me.

I have one journal whose style is similar to APA style but with odd rule about "et-al".
They use "Gray et al. 2017" if there are three authors. I mean even for the very first citation in the article, they start with "Gray et al. 2017" instead of "Gray, Goldstein, and Gabel 2017".

How do I create this style?
I tried et-al-min ="3" et-al-use-first"0"
but still "Gray, Goldstein, and Gabel 2017" appeared.

seems et-al-subsequent-use-first should be 0.
