Upgrade StorageWeird Footnote Glitch

Can you help - my footnotes have skipped some numbers for some reason.
Using International Organization - my footnotes go
36 ..
37..
44..
Deleting 44 and replacing it doesn't work. Nor does deleting 37. Not sure how this has happened. Can anyone advise??
