Downloaded file name mangling suggestion

I'm trying to sort out a cross-platform issue that I have encountered when working on a Macbook Pro in both OS X and WinXP via VMware Fusion.
A brief experiment showed me that Z saves a downloaded pdf having space characters in the fname by first mangling the name to replace space characters with the str "%20". In OS X, Z replaces spaces with "20".
A side issue is that, while Fusion provides access from the WinXP VM to an hfs+ disk, it does not handle well files having names with a "%" char.
So, my request is:
1. have Z-Mac and Z-Win replace space char with identical strings (using basic alphanumeric and/or underscores, perhaps; none of the stranger characters) and
2. preferably allow users to set a preference of name mangling option; i.e. let user choose what Z should do with space chars in downloaded fnames.
I must assume there was a reasons for putting a "% "in the fname of Windows dowloads???
