Is there a public site with planned release schedule and active tasks?

not really, no. You can see activity on github

but there's really not a reliable enough release schedule to make this worthwhile otherwise. All current dev resources are going into the 4.1 (or 5.0 or whatever they'll end up calling it) release that will introduce API syncing and asynchronous database access (which should affect performance, though hard to say how much). There are also the two grant-funded projects (see the Zotero blog), which are developed mostly by contracted devs, I believe.
