How to record dates + times, in the date field.

This has always confused me. I'm not good with numbers, I get them mixed up, and trying to do this has always been a problem for me in Zotero. I need to be able to record not just the dates of sources, but also their times in the source.

Let's say I am looking at a news article that was posted on January 4, 2025 at 7:00 p.m. PST. By the way that's just a random date with a random time.

If I entered the following into the date, would it reflect the correct local time?

2025-01-04T21:00-08:00

Or should that be +08:00?

To complicate the matter, I do a LOT of research on WWII and the era's documents are often written with dates and local times stamps on them. Many of which are even stamped with GMT, and for bonus points is there is a way to convert those to current UTC use? That would be an even greater help.

Thanks to anyone who can help me here.
