PDF viewer feature requests: Highlighter Draw ("transparent" pen) & outline editing

First, THANK YOU to those of you working so hard to keep Zotero running & making it better & answering our questions in the forum here.
I wanted to share a few wish list items/figure out if these features are available but I don't know how to use them:

1) highlighter drawing: It would be great if I could use the pen for highlighting , like if the pen could be made slightly transparent to allow for highlighting. Many of my sources are scans of older documents/books. I have figured out how to use the Zotero OCR plug in to get text that can be searched/highlighted, but it has trouble with pages that are imperfectly scanned (words are angled/skewed). Highlighting documents that have been scanned this way is a bit of a pain, but if the pen had transparency settings for highlighting I could just draw my highlights!

2) Outline editing in PDF: I've previously posted about this but the post was probably was buried (url below) I work with SO many PDFs that have internal structure (headings, subheadings) but I cannot figure out how to add the headings to the "show outline" menu that is on the left while in PDF viewer. Having these headings in here would be REALLY helpful, it would be excellent if we could manually add & organize headings/bookmarks for this. How do you organize headings within a PDF?
