Upgrade StorageCan I edit the Outline in PDF Viewer to add headings/etc?

I see that the PDF viewer in Zotero 7 has an option in the left hand side to view an outline of the PDF. That's great where I get PDF that already has the outline embedded, but 90% of the documents I am using do not. Is there any way for me to manually create the outline for easy navigation in the document? (Ie, a table of contents)
My current approach to creating an "outline" is designating one highlight colour for headings, and highlighting all the headings. If I want to view the "outline", I can just filter to view the one colour in the "Show Annotations" panel. However, its an imperfect solution, especially where there are multiple levels of headers.
Is there a better approach I should take to create an easy way to navigate to various headings throughout my document?
