Bold/italics shortcut has no effect unless text is selected

This issue happens in the interface for adding a "comment" to a highlight in the PDF viewer:

Pressing Cmd-B has no effect, unless a piece of text in the editor is selected.

The expected behavior is that pressing Cmd-B should enable bold mode, such that subsequently typed text are all bold. Pressing Cmd-B again should turn off bold mode, so text typed afterwards are normal. Same should apply to the other shortcuts (italics, superscript, etc). This behavior is true for Zotero's "Notes" editor interface, and indeed most text editing software out there.

Can this be implemented in the "Add comment" interface?

I'm on macOS 14.3, with Zotero 7.0.5.
