You'll need to say what the actual problem is that you're experiencing. Please don't try to quote error reports — we'll excerpt lines if they're relevant.
We'd want to see a Debug ID (different from a Report ID) for reproducing the problem, but unless you've changed your system or file-syncing configuration, I would assume this is just the same problem you were seeing earlier with Koofr and/or security software:
Recently, I deleted the PDFs that were stored on my computer, following the approach that you outlined in another thread. Now I'm trying to download PDFs that are not stored locally; they are only on Zotero storage.
I actually switched to Zotero for syncing, so it should not be related to Koofr. I also checked a few of the PDFs that I have tried to download to confirm that they are in fact stored in the cloud, and I was able to find confirm that they are stored in Zotero storage.

By the way, downloading PDFS from Zotero seems to work just fine for more recently added PDFs.

That's caused by security software on your system or incorrect permissions in the Zotero data directory. One way or another, Zotero isn't able to write to its data directory.
