The debug output suggests that you don't have a proxy set up that covers this site, so Zotero doesn't recognize this as ProQuest. Check the Proxies tab of the Zotero Connector preferences to see what'

Nothing changed with Zotero. If you try to import lots of items into Zotero quickly, both ProQuest and EBSCO may block you temporarily, so just waiting a day may have done the trick.
