It's most likely that a Zotero Citation dialog opened, but didn't appear on top. You should look through open Zotero windows. You might need to restart Zotero and refresh Google Docs for this to work.

If you want to unlink in Word you have transfer the document properly. Or you should make a copy in Google Docs, unlink there, then download the docx.
