Personally, I use (manually added) footnotes to mention very general webpages as for example for the webspace of an used software tool and only for articles and other literature proper citations with an entry in the bibliography.

Yes, I can confirm your problem. These are HTML entities http://www.htmlhelp.com/reference/html40/entities/special.html which actually shouldn't appear in the BibTeX file. Well, I guess we can adjust the translator for IEEE Xplore...

Go to zotero -> Einstellungen...-> Erweitert -> Allgemein -> Logging des Debug-Output: Aktivieren. Then try to save a record into zotero again and after the error message go back to the logging: Ausgabe anzeigen. Any hints for the error?
