At the moment you have to use a workaround for that: if you enter the footnote, suppress author and write the 'id' manually, see https://www.zotero.org/support/kb/idem

I just checked a random page in LexisNexis (or is it now just Nexis?) and it seems to work in firefox, the snapshot as well. But (Lexis)Nexis does have permalinks.

Permalink is a new feature in primo version 4.8 (?). Thus, it depends on the update plans of the different libraries. (@adamsmith: Primo is not a cataloguing system, it is "just" the online presentation part.)
