Well, upgrading to Zotero 7.0.15 fixes the issue for me. Was this a known bug?

I think the pdf fonts are all embedded, so I would be surprised if that is the problem. All of the text in the pdf renders like this (so all the different fonts, including ones I know I have on my system such as Arial). For reference this is on Zot…
