I think I can solve this problem by using hyphens at the end of every ID, but having different results with same settings might be an issue needs to be addressed imho.

I think you might be looking for the option for advanced search. You can create an advance search only for the notes and use that collection to overview your notes.

For now, I use Alt + F10 to focus toolbar, then navigate via arrows to add citation button. If this doesn't get implemented by developers, I guess the solution would be adding a script via Actions and Tags plugin.
