Are you sure the rest of the style is valid CSL 1.0 (you can check this with an XML validator: http://www.zotero.org/support/dev/creating_citation_styles#validation )? CSL 1.0 styles definitely require "version='1.0'" on the style element.

Did you test whether pluralizing "issue" in your locale file works? The CSL schema doesn't specify which terms can be plural and which can't be, and citeproc-js might just be able to handle your modified version.
