See http://www.zotero.org/support/supported_languages In short, citations are by default generated in the language used by Firefox. I'll change the Cell Journal style to always use US English, though, as it's an American journal.

What are you trying to accomplish? Do you really need to include the tags in citations/bibliographies? If not, tags are exported in various formats (I just confirmed they show up in Zotero RDF and RIS), so you could recover them from there.

I think I found the cause of that error as well. In the "issued" macro, you have the line: Presumably, you want to show the whole date here? In that case, replace the line with something like:
