zotero://open-pdf/library/items/[itemKey] is working in 7.0.0-beta.52+2f8e536f2 but not in 7.02 (tested with plugins disabled)

I'm having the same issue using a link generated using the steps described by @dstillman. It just switches to the app by doesn't open the specified pdf or annotation. All third-party plugins are disabled, using version 7.02
