In what way does that option interrupt your normal workflow? It seems to me (speaking as another user) that to choose between two options and to choose among three has a similar feel. (I could be missing something though.)

I'm not familiar with MARC tools, but have you tried the utilities listed here? http://www.loc.gov/marc/marctools.html MarcMaker seems like it might be useful, with a custom CSL style for export.

Probably the most important copyright terms to capture accurately are the Creative Commons licenses, since the cost of reusing CC content is very low, once the license is known. Aren't CC licenses designed to be machine-readable (for that reason)?
