The Duplicate Items feature isn't currently available in the mobile apps, sorry. (Note that all documentation you see on this site is going to be about the desktop app, which is the primary version of Zotero.)

It sounds like you have it set to "Citations" rather than "Bibliography" and you have a numeric style like IEEE selected.

Read the steps again. The file you're trying to open isn't available online, so the problem has nothing to do with your computer. The other group member will need to debug this.
