Generally you want to assign tags to the parent items or to annotations in the reader. There are some more esoteric workflows where assigning tags to attachment items makes sense, but I wouldn't generally recommend it.

No, the feature you've seen discussed is about the PDF reader — nothing to do with the word processor plugins. There are some technical solutions for linking Zotero citations to the bibliography, but nothing built in yet, though it's planned.
