No, sorry. The data directory is managed by Zotero, and it stores one file per attachment in the 'storage' subfolders, so it definitely wouldn't ever expect anything like this.

If you weren't syncing, your only option would be restoring from a backup you made of the Zotero data directory (or recovered files from the disk). It wouldn't be different from any other files on the computer.

Also, just to be clear, it's an online quota. The quota never stops you from saving files to the Zotero app locally, so anyone would always be able to view files that they added on the device where they added them.
