No, that's not possible. The point of syncing is to make the entire library available on all devices. There are options to not download all files to some devices, but anything in the library gets uploaded unless you actually disable file syncing.

Did what? The page is just explaining that something you or your instructor did caused the citations to be flattened, and you'll need to restore to an earlier version of the document or reinsert the citations.
