Sorry, not what are tags--I know what tags are. But what sync is available with tags?

So, let me ask this--if I add a tag to my personal library, does it sync to my group library? If I add a new article it will automatically sync. What are tags? I am so sorry if my questions are ridiculous.

In other words, I added a tag to my library and would expect it to sync with the same record in the shared group library.
