This is a problem with the data that Worldscinet has submitted to CrossRef, the DOI metadata people. The metadata they've submitted is missing the article title, so Zotero can't create an item from it.

Foxit has problems with extended characters. I used a different program-- can't remember what it was called-- for PDFs back when I was using WIndows, just for this reason.

Confirmed. This even happens with BibTeX that Zotero exports. I'll look into it. In the meantime, you can remove the "file" line and I think it will import. That, of course, is not a solution or a good workaround.

This is one of the features of Zotero-in-Firefox that isn't yet possible in Standalone, but I understand this will be possible by the final release of Standalone. Right now, things like this are the weakest point of Standalone.

Specifically, Dropbox can't safely be used with the database files (*.sqlite). If you can set up symbolic links (on Mac or Linux) to have Dropbox sync only the "storage" directory within your Zotero data directory, you can use it safely.

There's a piece of code out there that enables batch fixes for author names, and which could be tweaked to handle other fields. I'm still waiting for its author to decide to make the patch public, and make it work with Zotero 2.1.
