1. Can you reproduce that for newly made annotations? 2. When those annotations were modified? You can see the date by hovering cursor on annotation page number in the sidebar.

Future versions of Zotero, likely, will automatically adjust the popup to properly display full width of the target text column.

Ink annotations made with other viewers currently only show up on the page, but not in the annotations sidebar. And they can't be imported.
