Since you're only fixing already existing footnotes rather than moving them around it may be easier to use manual Word footnotes with Zotero drag-and-drop/quick copy for both primary and secondary sources.

Well, this is really a shortcoming of CSL. Since the date should only be added if there are multiple interviews with the same subject and interviewer, there should be something like disambiguate-add-date option in CSL.

For now, you should use reports. There are several open tickets for more notes support--those will allow users to display and organize notes independently of sources in the middle column and in saved searches.
