Note that such reports don't seem to order the resulting notes by their titles, which makes excessive zero-adding even more unnecessary. They do if you append "?sort=note" to the url.

Since you're only fixing already existing footnotes rather than moving them around it may be easier to use manual Word footnotes with Zotero drag-and-drop/quick copy for both primary and secondary sources.

Well, this is really a shortcoming of CSL. Since the date should only be added if there are multiple interviews with the same subject and interviewer, there should be something like disambiguate-add-date option in CSL.
