So your problem isn't the publisher, it's what you call the "sale number"? What exactly is that? Is it sort of like an ISBN or UPC, but for UN docs? Also, what "system" does the phrase "organismos del sistema" refer to? Those that are in the UN?

I just ask b/c as I understand CouchDB, it's key features are a) it's flexible JSON-based data model (no schemas), and b) easy replication. I don't see how those apply here.

On notes, I think the current behavior is preferable (except they really need to add undo for note editing actions).
