So you'll just need to make the edits to the bibliography once you merge, since you'll be deleting the individual bibliographies and adding a new one.

Any one who has write permissions to the new group and is a member of the old group can move/copy data between those libraries. You do have to do it in the Zotero client, not online on zotero.org

What OS is this? Are you sure the collection you are dragging to gets highlighted/label disappears? Sometimes you need to hover over the collection for a bit before it does.
