There's currently no way for an end-user to fix this. It would have to be implemented in Zotero. (so you're making a feature request). I think it makes sense and should be implemented for other numeric fields as well.

Could you post a sample entry from the RIS file that you believe to import with errors? You can also try using EndNote XML format to transfer your library. That may or may not work better.

Try again now. PubMed metadata service can intermittently go down, but it usually comes back after a short while. (It's working from my end)
